RECORD OF PROCEEDINGS AIR FORCE BOARD FOR CORRECTION OF MILITARY RECORDS IN THE MATTER OF: DOCKET NUMBER: BC-2014-02926 COUNSEL: NONE HEARING DESIRED: NO APPLICANT REQUESTS THAT: His non-selection for promotion by the Calendar Year 2013 (CY13) USAFR Participating Reserve Major Promotion Selection Board be removed. APPLICANT CONTENDS THAT: He was not aware that he was eligible for the 2013 major board, nor was he aware of his non-selection. The applicant’s complete submission, with attachment, is at Exhibit A. STATEMENT OF FACTS: The applicant was discharged from the Air Force Reserve on his mandatory separation date of 1 December 2014. The remaining relevant facts pertaining to this application are contained in the memorandum prepared by the Air Force office of primary responsibility (OPR), which is attached at Exhibit B. AIR FORCE EVALUATION: ARPC/PB recommends denial. PB states the applicant was considered, but not selected, by the CYl3 Participating Reserve Major Promotion Selection Board which convened at HQ ARPC on 14 January 2013. In accordance with AFI 36-2504, Officer Promotion, Continuation and Selective Early Removal in the Reserve of the Air Force, paragraph 1.7, it is the eligible officer’s responsibility to monitor their own eligibility and ensure their selection record is correct and up-to-date before the convening of the selection board. Each participating candidate’s servicing Military Personnel Section is notified and provided Officer Pre-selection Briefs approximately four months prior to each promotion board. A board convening notice is also posted to the MyPers website announcing each board. A review of the applicant’s Officer Selection Record (OSR) did not reveal any errors in the record at the time it was reviewed by each board. No information was provided to either promotion boards that would identify this member, or any other, meeting the board as in the promotion zone or above the promotion zone. Promotion is a competitive process. Board members use the “Whole Person Concept” in reviewing the entire OSR. The board considers job performance, as documented on Officer Performance Reports, participation, professional qualities, job responsibility, leadership, specific achievements, decorations, and education. A promotion board is the sole recommending authority, and no feedback is provided by the board to explain why a member is not recommended for selection to the next higher grade. The applicant was properly considered by the CY13 Participating Reserve Major Promotion Selection Board IAW Title 10 USC, Section 14301. There were no errors in his record as it met the board and the applicant has provided no evidence that the boards' recommendations were in any way unfair or unjust. A complete copy of the ARPC/PB evaluation is at Exhibit C. APPLICANT'S REVIEW OF AIR FORCE EVALUATION: A copy of the Air Force evaluation was forwarded to the applicant on 2 September 2014 for review and comment within 30 days (Exhibit D). As of this date, no response has been received by this office. THE BOARD CONCLUDES THAT: 1. The applicant has exhausted all remedies provided by existing law or regulations. 2. The application is timely filed. 3. Insufficient relevant evidence has been presented to demonstrate the existence of an error or injustice. The applicant’s contentions are duly noted; however, we agree with the opinion and recommendation of the Air Force office of primary responsibility and adopt its rationale as the basis for our conclusion that the applicant has not been the victim of an error or injustice. Therefore, in the absence of evidence to the contrary, we find no basis to recommend granting the relief sought in this application. THE BOARD DETERMINES THAT: The applicant be notified the evidence presented did not demonstrate the existence of an error or injustice; the application was denied without a personal appearance; and the application will only be reconsidered upon the submission of newly discovered relevant evidence not considered with this application.
